On 1 November 1956, under [[States Reorganisation Act, 1956]], Delhi was converted from a state to a Union Territory.<ref name="1955ReorgStates">{{cite web | url=http://www.epw.in/system/files/pdf/1955_7/42/reorganisation_of_statesthe_approach_and_arrangements.pdf | title=Reorganisation of States, 1955 | publisher=The Economic Weekly | date=15 October 1955 | accessdate=25 July 2015}}</ref> This resulted in the dissolution of the [[Delhi Legislative Assembly]]. In September 1966, with the passing of the ''The Delhi Administration Act, 1966'',<ref>{{cite web |url=https://www.casemine.com/act/in/5a979db14a93263ca60b7286 |title=Act 019 of 1966 : Delhi Administration Act, 1966 (Repealed) |date=6 February 1966 |access-date= 1 December 2021}}</ref> the Delhi Metropolitan Council came into being, with 56 elected and five nominated members with the [[Lt. Governor of Delhi]] as its head. The Council however had no legislative powers, only an advisory role in the governance of Delhi. This set up functioned until 1990.<ref name=hist/>
