Abdul Mannan was first a congressman. In 1988, he became the block chief of Behandar. After winning the elections from the [[Bahujan Samaj Party]] in 1996, he became the Chairman of the Minority Welfare Corporation. In 2002, he was re-elected to the BSP and became a minister.
