===For Uttar Pradesh===
In his third first-class match in his debut season of 1959-60, Shukla took 7 for 91 against [[Vidarbha cricket team|Vidarbha]].<ref>{{cite web | url = https://cricketarchive.com/Archive/Scorecards/23/23941.html| title = Vidarbha v Uttar Pradesh 1959-60| publisher = CricketArchive| accessdate = 27 January 2015}}</ref> In 1961-62, against [[Rajasthan cricket team|Rajasthan]], he took 7 for 43 and 3 for 87, and made 168 not out, taking [[Uttar Pradesh cricket team|Uttar Pradesh's]] score from 88 for 6 when he went to the wicket to 356 all out.

He captained Uttar Pradesh in 1963-64 and 1964-65. Shukla moved to [[Bihar cricket team|Bihar]] in 1966-67, and stayed there for nine seasons. He captained Bihar in 1968-69, but while they beat Assam and Orissa they lost to [[Bengal cricket team|Bengal]], who took the East Zone place in the finals of the Ranji Trophy. In 1969-70 he took 17 wickets at 16.82 and made 101 runs for once out when [[R. K. Mody's XI]] won the [[Moin-ud-Dowlah Gold Cup Tournament]]. Shukla played three more seasons for Uttar Pradesh from 1975-76 to 1977-78. He was less successful than in previous seasons, and was not selected to play in the Duleep Trophy. While Shukla was a prominent Ranji Trophy player, he was not able to repeat his success in the stronger competition of the Duleep Trophy.
