Brar was born in 1939 to father Naranjan Singh Brar. He did his matric and JBT at Panjgrain Kalan and [[Faridkot district|Faridkot]]. He has one son and one daughter.<ref name=":02" /><br />

Brar started his political career as a trade unionist. He was a teacher by profession and resigned from his teaching job to join [[Indian National Congress|congress]] in 1972. In 1972, he was elected as the president of district congress committee, [[Faridkot district|faridkot]] and remained in this position until 1994.
