Bhati is from Pali, Rajasthan. He is the son of late Poonamchandji Bhati. He completed his B.E. in mechanical engineering in 1969 at [[Birla Institute of Technology and Science]], Pilani.<ref name=":0" /><br />

Bhati won from [[Pali Assembly constituency]] representing the Indian National Congress in the 2023 Rajasthan Legislative Assembly election.
