According to the UK-based newspaper ''Independent'', in March 2008, John Messer, the lead in-house lawyer for the US engineering firm McDermott International, was still seeking payment for a contract originally drawn up in the late 1980s to construct a large offshore platform for the Mumbai High oil field. In October 2006, Burn Standard, the Indian engineering company that had sub-contracted portions of the project to McDermott, lost its appeal against a court ruling ordering it to pay the US firm $90 million (£45 million). The outstanding amount was ultimately paid following the conclusion of arbitration and intervention by the [[Government of India]].<ref name=finances>[http://dpe.nic.in/survey0506/vol3/62.pdf Financial Statement] {{webarchive |url=https://web.archive.org/web/20110716110019/http://dpe.nic.in/survey0506/vol3/62.pdf |date=16 July 2011 }}</ref><ref name=tcp>{{cite web|url=http://www.independent.co.uk/news/business/analysis-and-features/its-viewed-as-a-game-western-groups-recoil-at-indias-culture-of-late-payment-802461.html|title='It's viewed as a game': Western groups recoil at India's culture of|date=30 March 2008|website=The Independent|access-date=30 March 2008|archive-date=22 May 2017|archive-url=https://web.archive.org/web/20170522065712/http://www.independent.co.uk/news/business/analysis-and-features/its-viewed-as-a-game-western-groups-recoil-at-indias-culture-of-late-payment-802461.html|url-status=live}}</ref>
