Born in [[Nausori]], Singh was educated at Columbus School in [[Suva]].<ref name=PIM>[https://nla.gov.au/nla.obj-339780000/view?partId=nla.obj-339822389#page/n72/mode/1up Chandra Pal Singh] ''Pacific Islands Monthly'', August 1983, pp73–74</ref> He began working at Suva Motors in 1940, later becoming a dairy farmer and owning a bus company and sawmill.<ref name=PIM/> He was also a soccer administrator and established [[Navua F.C.|Navua FC]].<br />

Following the [[1963 Fijian general election|1963 elections]] he was appointed to the Legislative Council as a nominated member. In 1964 he was appointed to the board of the [[Fiji Broadcasting Corporation]].<ref name=PIM/> In 1965 he was part of the Fijian constitutional conference in London.<ref name=PIM/> He contested the Indo-Fijian Central [[national constituencies|cross-voting seat]] in [[1966 Fijian general election|1966 general elections]] as an independent, but finished third behind the candidates of the [[Alliance Party (Fiji)|Alliance Party]] and [[Federation Party]].<br />
