Namgail is from [[Nubra]], Leh district, Jammu and Kashmir. He late father Labzang Rinchen was a farmer. Namgail won from Nubra Assembly constituency representing the Indian National Congress in the 2014 Jammu and Kashmir Legislative Assembly election.
