Pakenham-Walsh was the third son of [[William Walsh (Bishop of Ossory, Ferns and Leighlin)|William Pakenham-Walsh]], Anglican [[Bishop of Ossory, Ferns and Leighlin]] in Ireland from 1878 until 1897. He received a doctorate in divinity from [[Trinity College, Dublin]]. In 1916, he married Clara Hayes.
