Kohli was born on 2 September 1959 in [[New Delhi]]. She did her schooling from St. Thomas&amp;#039; Girls Senior Secondary School, Mandir Marg, New Delhi. In 1979, she earned a [[Bachelor of Arts|B.A.]] in History from [[St. Stephen&amp;#039;s College, Delhi]]. She later went on to earn a postgraduate degree in History from the [[University of Delhi]], and a degree in law from the [[Faculty of Law, University of Delhi|Campus Law Centre]], [[University of Delhi]].&amp;lt;ref name=&amp;quot;:0&amp;quot; /&amp;gt;&lt;br /&gt;

She was also appointed as a legal advisor to several Delhi and central government bodies, including the Delhi Pollution Control Committee, the [[National Agricultural Cooperative Marketing Federation of India|National Agricultural Co-operative Marketing Federation of India]], and the [[National Cooperative Development Corporation (India)|National Co-operative Development Corporation]].
