Khan was born on 11 October 1940 to Mohammed Inayat Khan. He obtained a [[bachelor of arts]] degree and also held a bachelor's degree in [[oriental studies|oriental learning]] (B.O.L.).<ref name="n127"/><br />

Khan was actively involved in the Indian National Congress and served as Secretary of the [[Andhra Pradesh Congress Committee]] from 1982 to 1983.<ref name="n127"/><br />
