Kabi Jagadram Roy was born in the first half of the eighteenth century in about 1725 AD in the village of Bhului under the Mahiyara Pargana of the Shikharbhum area of the then Panchkot State, which is now under the Mejia Police Station of the [[Bankura District]]. His grandfather was Sriram Roy, father's name was Raghunath Roy. Jagadram Roy's family surname is Banerjee. On 25 September 2013 Hon'ble Chief Minister [[Mamata Banerjee]] laid the foundation stone of the college and the college started from 2015. The name of the college then was Government General Degree College at Mejia (Gopalpur).
