Balakrishnan was born in 1930.  She graduated from the [[Christian Medical College Vellore|Christian Medical College]] in [[Vellore]], and completed a diploma in [[clinical pathology]] from the [[Armed Forces Medical College (India)|Armed Forces Medical College]] at [[Pune]].
