Rathia is from [[Dharamjaigarh]], Raigarh district, Chhattisgarh. His father, Chanesh Ram Rathiya, is a farmer. Rathia won from the Dharamjaigarh Assembly constituency, representing the Indian National Congress in the 2023 Chhattisgarh Legislative Assembly election.
