A member of the 1936 batch of the Imperial Civil Service, he joined the ICS on 9 September 1936.<ref>[https://www.thegazette.co.uk/London/issue/34330/page/6429 The London Gazette, 9 October 1936]</ref> After independence in 1947, he served a long and distinguished career in the Indian Administrative Service. L.P. Singh was [[Chief Secretary (India)|Chief Secretary]] during first Independent government of Bihar (1946–61). He enjoyed the confidence of both the first [[Bihar]] Chief Minister Dr S K Singh & deputy [[Chief Minister]] cum Finance Minister Dr Anugrah Narain Sinha. He also held several posts including [[Ministry of Home Affairs (India)#Senior administrative officers|Home Secretary of India]], [[Governor]] of the five North Eastern States and Indian Ambassador to Nepal.<br />
