Panigrahi was born in [[Ganjam District]]. He completed his B.L degree from [[Madras Law College]]. Panigrahi practiced at [[Berhampur]]. He became the Government Pleader in 1930. Panigrahi was appointed as the Advocate General of [[Odisha]] in 1945.
