Kulkarni was born in [[Dharwad]], India{{Citation needed|date=January 2010}} on September 8, 1947.&amp;lt;ref name=rguhs/&amp;gt; He did his early schooling in Dharwad, then studied at [[Karnataka Institute of Medical Sciences]], where he got his [[Bachelor of Medicine, Bachelor of Surgery|MBBS]] in 1971&amp;lt;ref name=rguhs&amp;gt;{{cite web|url=http://www.rguhs.ac.in/tdata/teachrepview.php?ccode=M020&amp;amp;tcode=176 |title=Dr. M.l.kulkarni |publisher=Rajiv Gandhi University of Health Sciences, Karnataka |date= |accessdate=2011-03-28}}&amp;lt;/ref&amp;gt; and in 1975 his MD in pediatrics.&amp;lt;ref name=rguhs/&amp;gt;&lt;br /&gt;
