Thuillier was the son of [[Henry Edward Landor Thuillier]], also Surveyor General of India. His mother was Susanne Elizabeth Thuillier (died 1844), daughter of the reverend Haydon Cardew of [[Curry Mallet]], Somerset.<ref name=DNB1912>"Thuillier, Henry Edward Landor" by [[Frank Herbert Brown]] in ''[[Dictionary of National Biography]]'', 1912 supplement.</ref>

He joined the [[Royal Engineers]], and spent most of his career in [[British Raj|India]]. Thuillier married, in 1867, Emmeline Williams, daughter of Fleetwood Williams, CSI. His son was [[Henry Fleetwood Thuillier|Major General Sir Henry Fleetwood Thuillier]], [[Knight Commander of the Order of the Bath|KCB]], [[Companion of the Order of St Michael and St George|CMG]].
